On May 28th, the House passed a new America COMPETES Reauthorization Act (H.R. 5116) that invests in modernizing manufacturing, spurs American innovation through basic R&D and high risk/high reward clean energy research, and strengthens math and science education to prepare students for the good jobs of the 21st Century.
On May 28, the House will take up the American Jobs and Closing Tax Loopholes Act (House amendment to Senate amendment to H.R. 4213) to help create or save more than a million American jobs.
On May 28th, the House passed the National Defense Authorization Act for FY 2011 (HR 5136)--another step by President Obama and the 111th Congress to take America in a New Direction by ensuring that our military is fully prepared for threats and challenges worldwide and that our troops get the benefits they deserve and have earned.This defense bill aligns our military strategy with the 21st century: focusing on the threats of today and preparing for the threats of tomorrow - wherever they may be.
On May 6th, the House passed the bipartisan Home Star Energy Retrofit Act (H.R. 5019) by a vote of 246-161 to provide immediate incentives for consumers who renovate their homes to become more energy-efficient, rapidly creating jobs here at home, while saving money for American families.
The Affordable Care Act puts American families and small business owners--not the insurance companies--in control of their own health care.
In 2009, the Democratic-led Congress started the process to clean up wasteful defense spending by enacting bipartisan legislation that reformed the acquisition of weapon systems - which accounts for about 20% of our defense acquisition dollars. On April 28, the House passed the IMPROVE Acquisition Act (HR 5013)--building upon the work last year by addressing the remaining 80% of defense acquisition spending for services and other non-weapons items. The bill cleans up defense acquisition spending, saving taxpayers an estimated $27 billion a year and expediting the process to get the necessary equipment to our troops.
On April 28th, the House passed the Improper Payments Elimination and Recovery Act (HR 3393) to reduce the waste, fraud and abuse of U.S. taxpayer dollars resulting from the lack of proper oversight on the part of federal agencies. On July 14th, the Senate sent back S. 1508, the Improper Payments Elimination and Recovery Act, which is nearly identical to the companion House bill passed in April. The House passed the Senate bill 414-0, and the President signed the legislation into law on July 22nd. The bill will reduce the waste, fraud and abuse of U.S. taxpayer dollars resulting from the lack of proper oversight on the part of federal agencies.
On April 27, the House passed a bill to block the annual cost-of-living adjustment for the salaries of Members of Congress in 2011 (HR 5146) - saving taxpayers about a million dollars. The Senate passed identical legislation (S. 3244) denying the automatic $1,600 pay raise on April 22nd by voice vote.
Democrats in Congress will continue to take America in a New Direction, working to create American jobs and a strong new foundation for our economy in rural America, protecting Main Street and the middle class. As part of this effort, on April 27, the House passed the Rural Housing Preservation and Stabilization Act (HR 5017) by a vote of 352-62 to ensure that families in rural communities continue to have access to much-needed affordable mortgages at no cost to the taxpayers.
On April 21st, the House passed amendments to the Caregivers and Veterans Omnibus Health Services Act (S. 1963) by a vote of 419-0. The New Direction Congress is committed to addressing the needs of America's service men and women as well as those of their families. We have taken historic action on behalf of our veterans, with many having served multiple tours of duty. This week, we will take another critical step to salute our veterans for their courage and bravery and recognize the tremendous sacrifices of their families.
